BEA and Enterpulse Roll Out Total Management Solution for State and Local Governments
Portal Solution in Use with City of Chicago, Being Demonstrated at HP World

Atlanta, GA (August 12, 2003) - Answering state and local government's need for greater visibility into operations and a more efficient way to share information, BEA Systems, Inc. (Nasdaq: BEAS), the world's leading application infrastructure software company, and Internet consulting firm Enterpulse today announced a joint portal solution called the Total Management Solution. The tailored portal solution, which includes HP technology and is already in use by the City of Chicago, will be demonstrated in BEA's booth (#609) at HP World 2003 this week in Atlanta.

The Total Management Solution is designed to help state and local governments manage capital projects and increase visibility into city operations, while complementary portal solutions delivered by Enterpulse can make city services more accessible and convenient for citizens and can enable citizens to easily search and find public information. State and local governments, such as the City of Chicago, can gain the ability to quickly integrate data from multiple, existing systems, creating a holistic view of projects underway and a controlled mechanism for sharing information.

The Total Management Solution includes leading technologies from BEA and HP along with the Enterpulse Portal Framework. This solution is designed to deliver a 360-degree view of information, packaging easy-to-use alert and business rule management, and document and content management tools into a single solution. The resulting portal can broaden access to personalized information, based on user requirements, to foster higher adoption, reduce maintenance costs and lower the total cost of ownership.

As a part of new government initiatives, Chicago's Public Building Commission (PBC) — an independent agency responsible for constructing, renovating and financing public facilities — employs the Total Management Solution to integrate information pertaining to project management, procurement and accounting of vast construction projects that for years was trapped within four disparate systems and databases. The Total Management Solution presents an easy-to-use and effective solution that has given the PBC and the City better insights into projects and allowed the City to offer residents better access to information.

"Our ability to see all information in the system became essential to our managing more than 250 active public construction projects and the nearly $2 billion in funding annually associated with these projects. Gathering information before was a time-consuming process that yielded lengthy reporting and reconciliation processes," explained Ben Campney, the Public Building Commission's IT director.

In June, the City of Chicago launched its first Web service linking online bill payment and permit centers to simplify the filing of applications, receipt of payments and the securing of building permits for city residents — at the same time reducing associated costs for the city. This Web service was up-and-running in only eight weeks.
